Rishi Sunak is on his tour of hard truths, saying the unsayable on areas of policy where he believes his predecessors didn't want to be honest with the public. First we had the net zero pivot – scaling back the government's environmental commitments – and over the weekend there has been speculation that HS2 could be the next victim of tough talking Rishi Sunak.
