Can you hack the emergency alert system?

If you live in the US, you've heard the tone before: a staccato series of beeps followed by an oddly neutral voice disclosing any number of warnings or disasters. This is known as the Emergency Alert System. In the event of an emergency, this system can save lives by immediately getting information out to the public ... but what happens if someone hacks it?
