A Submissive Wife should remember before making any social arrangements it is respectful to ask her husband if he has any plans for then and also if he would like to go.

It's not a matter of having to ask permission to go out it is about showing respect for your husband's role as head of the house.

If your husband does say no, then you should respect his decision and not go and not argue about it.

You can, of course, ask your husband why he has said no and give your opinion but you should accept that his word is the final word.
