A few days ago, the Ukrainian Government was pleading for international help to confront the threat of a Russian military offensive from the East, but the feared assault never came. Russia declared its military exercise was over, and began to redeploy its forces. What did Ukraine and the outside world learn from this rattling of Russian sabres?
