Rex Heuermann's neighbor spoke to Fox news about Heuermann and about his behavior that was witness by the neighbor. According to the report the neighbor had a run in with Heuermann when Heuermann, allegedly popped his head over the fence and 'leered' at neighbor Etienne Devilliers wife while she was enjoying some time in the sun.
