He has contributed to The Blaze and other outlets, and has appeared on Tucker Carlson Tonight and related programs discussing law, enforcement, and the limits of liberal governance.

He is the author of The Total State: How Liberal Democracies Become Tyrannies (2024), a critical examination of how modern liberal democracies can drift toward authoritarian outcomes through emergency powers, bureaucratic expansion, and weakened constitutional constraints. Drawing on his experience as a journalist during the Trump presidency and the COVID-19 pandemic, MacIntyre analyzes censorship, surveillance, selective enforcement, and the growth of unaccountable administrative power, questioning whether democratic systems reliably restrain authority—or instead enable its expansion under crisis conditions.

He is the Founder and Editor of Queer Majority, a political publication focused on inclusion and liberal democratic values, and serves with the A.D. Bi Foundation. Rio is also a Producer at Bi.org, the world’s largest bisexual advocacy organization, and the Lead Organizer of amBi, a national bisexual social and political network. In addition, he serves as an Advisor to Project Liberal and Illinois Values, where his work centers on civic engagement, coalition-building, civil liberties, and the preservation of democratic norms in polarized societies.
