Alongside the established task force, personnel from the Samara Police Department participated in the search for the serial killer. In an effort to apprehend him in the act, officers disguised as couples were strategically positioned in various locations throughout Samara; however, these efforts yielded no results.

During the investigation, it was proposed that the perpetrator might be a member of law enforcement, given that the crimes occurred in proximity to several correctional facilities, and one of the victims was found with their hands bound using a trouser belt equipped with handcuffs.

Subsequently, approximately 1,500 officers were interviewed, leading to the identification of four potential suspects. In April 1997, biological samples, including blood, hair, and clothing from the deceased individuals and the four suspects, were submitted for forensic analysis. By mid-summer of that year, investigators received the results, which indicated that the evidence collected at the crime scenes was linked to 30-year-old Dmitry Viktorovich Voroshilov, a Major of the Internal Service and Chief of Security at a correctional facility near Samara. As a result of this evidence, Voroshilov was apprehended on July 30, 1997. He consistently denied any involvement and maintained his innocence; however, due to the lack of direct connections to the majority of the crimes, he was ultimately charged with two murders and three attempted murders.
