Face the Village! The Soviet Peasantry, the Party and the State

The Bolsheviks came to power in the name of the working class, but they inherited a country that was overwhelmingly peasant. In the early 1920s, roughly four out of every five Soviet citizens lived in the countryside, cultivating small plots of land and relying on agriculture for their livelihoods. The future of the Soviet state therefore depended not only on the factories of Moscow and Petrograd, but on the millions of villages that stretched from Ukraine to Siberia, from the Volga to Central Asia. The relationship between the Communist Party and the peasantry would become one of the defining questions of the Soviet experiment.

In this episode, you host Matthew will explore the Soviet peasantry during the era of the New Economic Policy. Introduced in 1921 after the hardships of the Civil War, the NEP replaced compulsory grain requisitioning with a tax in kind, allowing peasants to sell their surplus produce on the open market. The result was a remarkable recovery in agricultural production. Villages revived, markets returned, and millions of farming families regained a measure of economic stability after years of conflict and disruption.

But the NEP countryside was far from uniform. We'll examine the diverse experiences of poor peasants, middle peasants, and wealthier farmers, and explore how differences in land, livestock, tools, and access to markets shaped rural life. We'll discuss the revival of agricultural cooperatives, the role of local soviets, changing patterns of consumption, and the persistent challenges posed by low productivity, periodic grain shortages, and the limited availability of modern farming equipment.

We'll also tackle some of the biggest historical debates surrounding the NEP. Was it a genuine long-term partnership between the Soviet state and the peasantry, as Lenin envisioned in his final years? Or was it always intended as a temporary compromise until the conditions existed for a more rapid socialist transformation of agriculture? We'll examine the competing interpretations and the evidence behind them, while considering the political and economic tensions that emerged as the Soviet leadership searched for a path toward industrialization.

By the end of the 1920s, those tensions would reach a breaking point. Debates over grain procurement, market incentives, and the pace of economic development would give way to one of the most dramatic and controversial transformations in Soviet history: collectivization. To understand why that shift occurred, we first need to understand the successes, limitations, and contradictions of the NEP countryside.

So join us as we journey into the villages of the early Soviet Union to explore the lives of the millions of peasants whose labor fed the nation, sustained its economic recovery, and stood at the heart of the Soviet leadership's greatest hopes and greatest dilemmas for building socialism in a predominantly agrarian society.
