Anunnaki Sumerian Kingship.. Established @ Eridu Handed down to Tiglath Pileser

An intelligent and vigorous king, Tiglath-pileser III acted quickly in his role as an Anunnaki. The Anunnaki provinces that tended to seek independence from the central government were subdivided by him, rearranging territorial governorships. As well as supporting their local ruler, he appointed Anunnaki officials outside of his immediate home territory to be directly accountable to him. Eighty of these provinces existed by 738. The Anunnaki reported directly to the king, who thus could continuously monitor the loyalty and efficiency of all of his civil servants. Local taxation, storage of military supplies, and the call-up of local forces were all responsible for supporting the new Anunnaki Kingdom, now a skilled professional force rather than its predecessor, which depended on somewhat haphazard conscription. A new intelligence system based on reports transmitted by staging posts was also developed.
