On May 7th, 1915, the RMS Lusitania, a British ocean liner carrying nearly 2,000 passengers and crew from New York to Liverpool, was struck by a torpedo fired from a German U-boat off the southern coast of Ireland. She sank in eighteen minutes. One thousand, one hundred and ninety-eight people died, including 128 Americans. The sinking became one of the pivotal events of the First World War, shifting American public opinion toward eventual entry into the conflict. Germany had published newspaper warnings in the United States advising passengers not to sail on British vessels in the war zone. The British government had provided the Lusitania with no naval escort. Winston Churchill, who as First Lord of the Admiralty bore responsibility for naval protection decisions, had written a letter weeks earlier expressing the hope that American ships would be drawn into the conflict — noting that "nothing would bring the United States into the war more quickly than the sinking of a passenger vessel." In this episode of The Conspiracy Theory Analyst, we examine whether the Lusitania was allowed to be sunk — whether the British government deliberately withdrew naval protection in the hope that the resulting deaths would draw America into the war.

The case for deliberate sacrifice rests on several converging lines of evidence. The Lusitania was not given the naval escort that standard British practice at the time provided for vessels in the submarine danger zone. Her speed — normally one of her most effective protections — had been reduced from twenty-one to eighteen knots on the fatal crossing, purportedly to conserve coal. The Admiralty had intelligence on German U-boat activity in the area but did not divert the Lusitania or warn her captain adequately. Churchill's letter about the desirability of American ships being involved is a matter of record.

The official explanation attributes the lack of escort to a shortage of destroyers and to ordinary operational decisions — not to deliberate exposure. The reduction in speed is attributed to a coal-saving policy. The intelligence failures are attributed to a combination of miscommunication and the practical difficulties of real-time naval coordination in 1915.

The nature of the Lusitania's cargo has been a separate and productive line of inquiry. The British government maintained for decades that the ship carried no munitions. Subsequent examination of cargo manifests and diving expeditions to the wreck have established that she was carrying large quantities of .303 rifle ammunition and other materials classified as military cargo. In 2014, the British government released documents confirming that small arms ammunition was among the cargo. The German accusation at the time — that the Lusitania was a legitimate military target because she was carrying war materials — was therefore partially correct, though under international law the presence of ammunition does not justify sinking a passenger vessel without warning.
