Episode 135: The Finders — CIA Cult or Child Trafficking Network?

In February 1987, police in Tallahassee, Florida arrested two men who were found with six dishevelled, malnourished children in a park. The children were unable to say where they lived, were unfamiliar with basic concepts like toilets and television, and showed signs of prolonged neglect. The men were members of a secretive Washington D.C.-based group called the Finders — a commune-like organisation led by a man named Marion Pettie, who had lived since the 1960s in what he described as an intentional community dedicated to the observation of human behaviour. When police searched the Finders' warehouse in Washington, they found documents describing rituals, photographs of children in disturbing contexts, and what investigators described as evidence of occult practice. And then, within days, something unusual happened: the local police investigation was shut down. US Customs, which had joined the investigation, was told by the CIA that the Finders were a CIA asset and that the matter was an internal affair. The case went cold. Marion Pettie was never charged. The children were returned to the Finders. And the case entered conspiracy folklore as one of the most deliberately suppressed investigations in modern American history.

The US Customs report from 1987, which remained classified for decades and was partially disclosed through Freedom of Information requests, is the document most cited in connection with the Finders case. It describes the warehouse search, the documents found, and — crucially — the intervention by CIA officials who, the Customs agent wrote, instructed local law enforcement that the Finders were "an internal matter" and that the investigation should go no further. The CIA has publicly denied any affiliation with the Finders, describing Pettie as a person with historical connections to CIA employees but not an asset of the agency.

What the Finders case illustrates is a recurring pattern: an investigation into possible child abuse that was halted by the intervention of an intelligence agency, with classified documents and a satisfactory-looking official conclusion that leaves the most disturbing questions unanswered. Whether the CIA's involvement was protective, incidental, or something worse is a question the 2019 FBI releases raised without answering.
