Infiltrating Motorcycle Gangs as an Undercover ATF Agent | Frank D'Alesio | Ep. 222

Frank retired from the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) in 2014, which is part of the U.S. Department of Justice, after 25 years of service. The majority of his career was as a Supervisory Special Agent (GS-14). His primary duties were in relation to complex investigations to include undercover operations. He conducted three separate infiltrations of his own into three Outlaw Motorcycle Gangs (Brothers, MC, Vagos MC and an Aryan Brother motorcycle club know as the Order of Blood MC). He also worked alongside other agents in an undercover capacity supporting those who were infiltrating the Outlaws MC, Hells Angels MC, Pagans MC and Warlocks MC both as a field agent and supervisor. He coordinated many efforts with other federal, state local and foreign law enforcement partners. He helped to develop and later served as the Special Agent in Charge of the Undercover Branch in Washington DC for approximately three years. He served as an Organized Crime Drug Enforcement Task Force Coordinator (OCDETF) for the Southeast Region of the United States, as a Group Supervisor (GS) for the High Intensity Drug Trafficking Area (HIDTA) in Dallas, TX and as a GS in Youngstown, OH for the ATF Columbus Field Division/Field Operations. He served on the USSOCOM training advisory board for Signature Reduction for approximately five years. He also served two years as the Vice Chair for the Federal Law Enforcement Agencies Domestic Working Group as it relates to cover. He served for three years as the DoD/DIA Liaison Officer for ATF working with the Special Mission Units and other Special Operations Forces in regards to Signature Reduction and overseas operations. He developed law enforcement support for the SOF community for their various training venues within the continental United States for over ten years. In early 2002 Sam Faddis was named to head a CIA team that would enter Iraq, prepare the battlefield and facilitate the entry of follow-on conventional military forces numbering in excess of 40,000 American soldiers. This force, built around the 4th Infantry Division would, in partnership with Kurdish forces and with the assistance of Turkey, engage Saddam's army in the north as part of a coming invasion. Faddis expected to be on the ground inside Iraq within weeks and that the entire campaign would likely be over by summer. Over the next year virtually every aspect of that plan for the conduct of the war in Northern Iraq fell apart. The 4th Infantry Division never arrived nor did any other conventional forces in substantial number. The Turks not only did not provide support, they worked overtime to prevent the U.S. from achieving success. An Arab army that was to assist U.S. forces fell apart before it ever made it to the field. Alone, hopelessly outnumbered, short on supplies and threatened by Iraqi assassination teams and Islamic extremists Faddis' team, working with Kurdish peshmerga, nonetheless paved the way for a brilliant and largely bloodless victory in the north and the fall of Saddam's Iraq. That victory, handed over to Washington and the Department of Defense on a silver platter, was then squandered. The surrender of Iraqi forces in the north was spurned. All existing governmental institutions were, in the name of de-Baathification, dismantled. All input from Faddis' team, which had been in country for almost a full year, was ignored. The consequences of these actions were and continue to be catastrophic. This is the story of an incredibly brave and effective team of men and women who overcame massive odds and helped end the nightmare of Saddam's rule in Iraq. It is also the story of how incompetence, bureaucracy and ignorance threw that success away and condemned Iraq and the surrounding region to chaos. Kent served as a staff CIA case officer in the 1990s, and as a contractor after 9/11. He has worked in various capacities in intelligence positions in Southeast Asia, Africa, Europe and the Middle East. His specialty is Counter-terrorism and Islamic Extremism. Kent has also worked Counter-intelligence, Counter-proliferation, Counter-narcotics, and other targets. In addition to extensive liaison work with foreign intel services, he has worked in the US Intel Community in inter-agency, inter-governmental intelligence operations since 9/11. He was awarded the Intelligence Community Seal Medallion, the highest civilian intelligence agency decoration for contractors, for his counter-terrorist operations in the Philippines, Indonesia and Malaysia. His work in the Philippines was described in an article by Mark Bowden in the Atlantic Monthly in March 2007, “Jihadists in Paradise.” In the US Air Force, Kent was a Vietnamese linguist, completing language training at DLI in Monterey, CA. He served for three years at Clark AB in the Philippines. Kent’s educational background includes a BA in Southeast Asian Studies-Linguistics from SUNYExcelsiorCollege and an MA in Linguistics and Business from OhioUniversity, as well as graduate studies in Instructional Design at Southern Illinois University, Carbondale. He has more or less linguistic expertise in Vietnamese, Italian, Malay/Indonesian, Spanish, and Arabic. He is a member of the International Association for Intelligence Education; the Society of Competitive Intelligence Professionals, and the Association for Intelligence Officers. ANDREW MILBURN was born in Hong Kong and grew up in the United Kingdom. After graduating from law school in London, he enlisted in the US Marine Corps as a private. He was commissioned from the ranks, and as a Marine infantry and special operations officer, has commanded in combat at every grade. As the commanding officer of the Marine Corps’ special operations regiment, he was selected to lead a multi-national task force given the mission of defeating ISIS in Iraq. He retired in 2019 as the Chief of Staff of Special Operations Command, Central (SOCCENT), the headquarters responsible for the conduct of all US special operations throughout the Middle East. Since then he has written articles on topics such as leadership, ethics and culture change, for a number of publications, to include the Atlantic Magazine and War On The Rocks.
