Howell Emanuel Donaldson III admitted to killing four people in the Seminole Heights neighborhood of Tampa, Florida, in 2017. They were Benjamin Edward Mitchell, Monica Carisa’s Hoffa, Anthony Namibia, and Ronald Felton. The victims were targeted randomly, and the murders led to widespread fear in the community.
