With Ursula von der Leyen and Thierry Breton touting a “Brussels effect” for digital policy, the AI Act is about more than internal order; it’s about exporting a human-centric model to the rest of the world. As the US, China, and others hastily draft their own rules, the European framework is becoming the lodestar—and a template—for what responsible AI governance might look like worldwide.
