Vickie Lynn Belk was a federal employee who worked for the Department of Agriculture. On August 27, 1979, she left her job in Beltsville, MD, with her boyfriend, who was also her coworker. He claimed he dropped her off at a bus stop near their office, but she has yet to reach her apartment in Suitland, MD. She was reported missing by her boyfriend the next day to the Prince George's County Police Department. He was the only witness to her last known whereabouts. The mother of Noel Rodriguez-Alvarez — a 6-year-old Everman boy missing since March and presumed dead — has been charged with capital murder, Everman police announced Monday. Noel, a missing child in danger, was reported on March 25 with an AMBER Alert. His mother, Rodriguez-Singh, and her husband escaped to India with six other kids after the police started to investigate. Cindy Rodriguez-Singh, who is suspected of leaving the country, has been indicted by a grand jury in Tarrant County. She faces two charges of child injury and one charge of abandonment without intent to return, according to Everman Police Chief Craig Spencer. POLICE MISSED THE CHANCE TO STOP THE MAINE MASS SHOOTER Police across Maine were alerted just last month to “veiled threats” by the U.S. Army reservist who would go on to carry out the worst mass shooting in the state’s history, one of a string of missed red flags that preceded the massacre. Two local law enforcement chiefs told The Associated Press that a statewide awareness alert was sent in mid-September to be on the lookout for Robert Card after the firearms instructor made threats against his base and fellow soldiers. But after stepped-up patrols of the base and a visit to Card’s home – neither of which turned up any sign of him – they moved on. “We added extra patrols, we did that for about two weeks. ...
