Last week, Dugan sent away ICE agents who entered her courtroom to arrest a Mexican man during a separate trial. Dugan had asked for a judicial arrest warrant and just like in the arrest of Mahmoud Khalil, the ICE agents did NOT have a judicial arrest warrant, only an administrative warrant which carries far less weight and legal obligation.
