But beyond corporate politicking, penalties now loom large. Authorities can now levy fines for non-compliance. Enforcement powers will get sharper still come August 2026, with provisions for systemic-risk models growing more muscular. The intent is unmistakable: prevent unmonitored models from rewriting reality—or, worse, democratising the tools for cyberattacks or automated disinformation.

The world is watching, from Washington to Shenzhen. Will the EU’s governance-by-risk-category approach become a global template, or just a bureaucratic sandpit? Either way, today’s phase change is a wake-up call: Europe plans to pilot the ethics and safety of the world’s most powerful algorithms—and in doing so, it’s reshaping the very substrate of the information age.
