Nemko Digital reports that every provider must by now have technical documentation, copyright compliance, and a raft of transparency features: algorithmic labeling, bot disclosure, even summary templates that explain, in plain terms, the data used to train massive AI models.

No, industry pressure hasn’t frozen things. Despite collective teeth-gnashing from Google, Meta, and political figures like Sweden’s Prime Minister, the European Commission doubled down. Thomas Regnier, the voice of the Commission, left zero ambiguity: “no stop the clock, no pause.” Enforcement rolls out on the schedule, no matter how many lobbyists are pounding the cobblestones in the Quartier Européen.

At the regulatory core sits the newly established European Artificial Intelligence Office, the AI Office, nested in the DG CNECT directorate. Its mandate is to not just monitor and oversee, but actually enforce—with staff, real-world inspections, coordination with the European AI Board, and oversight committees. Already the AI Office is churning through almost seventy implementation acts, developing templates for transparency and disclosure, and orchestrating a scientific panel to monitor unforeseen risks. The global “Brussels Effect” is already happening: U.S. developers, Swiss patent offices, everyone is aligning their compliance or shifting strategies.

But, if you’re imagining bureaucratic sclerosis, think again. The AI Act ramps up innovation incentives, particularly for startups and SMEs. The GPAI Code of Practice—shaped by voices from over a thousand experts—carries real business incentives: compliance shields, simplified reporting, legal security. Early signatories like OpenAI and Mistral have opted in, but Meta? Publicly out, opting for their own path and courting regulatory risk.

For listeners in tech or law, stakes are higher than just Europe’s innovation edge. With penalties up to €35 million or seven percent of global turnover, non-compliance is corporate seppuku. But the flip side? European trust in AI may soon carry more global economic value than raw engineering prowess.
