In Tampa in 1948, known gangster Jimmy Velasco was gunned down by a hit man. In the ensuing weeks, when neither the Tampa Police Department nor Hillsborough made an arrest, Jimmy’s brothers took the investigation to the governor, who ordered a grand jury investigation.
