Episode #600: “I won’t be disappointing the people.” Before Kyaw Moe Tun took the UN General Assembly floor on February 26, 2021, that was as much as he had disclosed about the position he intended to take. Myanmar’s permanent representative—its ambassador to the UN—and a diplomat since 1993, he had received the junta’s instructions after the coup but secretly prepared a statement siding with the public and the ousted elected government. Almost no one knew his words in advance. Once delivered, they placed both his position and his safety at risk.

The junta tried to remove him from the UN and later an assassination plot against him brought FBI intervention and a month of round-the-clock Secret Service protection. Kyaw Moe Tun nevertheless retained the seat after the UN Credentials Committee deferred competing claims in 2021. That arrangement has continued, but at a price: he has withdrawn from the General Debate speakers list each year and kept a lower profile to protect the consensus that excludes the junta’s nominee.

The next decision is formed through a process he cannot directly address. China, Russia, and the United States are expected to sit on the nine-country committee, while the other six members may emerge only when the new General Assembly session begins. Informal discussions can settle the language before a November meeting, and the full General Assembly may approve the report within seconds. The mission defending Myanmar’s democratic claim has meanwhile shrunk from fourteen people to five, surviving on funds held before the coup.

Losing the seat would remove the channel through which Kyaw Moe Tun conveys the people’s aspirations and seeks international action. It would also strip him of the office from which he has resisted the junta while deepening his exile. He says the military has sentenced him for treason and that he must protect his wife and two children. The institution will decide who represents Myanmar; its current representative cannot safely return there.
