=== Culture, a right or an industry? ===

If we see healthcare, education or housing as a right, why is culture still seen as an industry? Culture is essential, it excites us, unites us, allows us to understand each other, shapes our collective memory, demolishes prejudices and invents new freedoms. Ultimately, culture largely determines the possibilities that exist within a society. For this reason, a society will never be egalitarian if access to the enjoyment and creation of culture is not guaranteed to all people regardless of their origin and resources. We analyze how municipalism around the world is changing the framework to give rise to a new concept: cultural rights.

=== Cultura, ¿derecho o negocio? ===

Si vemos la sanidad, la educación o la vivienda como un derecho, ¿por qué la cultura sigue siendo percibida como un negocio? La cultura es imprescindible, nos emociona, nos une, nos permite comprendernos, da forma a nuestra memoria colectiva, derriba prejuicios e inventa nuevas libertades. En definitiva, la cultura determina en gran medida las posibilidades que existen dentro de una sociedad. Por ese motivo, una sociedad nunca será igualitaria si el acceso al disfrute y a la creación de cultura no está garantizado a todas las personas independientemente de su origen y recursos. Analizamos cómo en distintas partes del mundo, el municipalismo está cambiando el marco para hacer emerger un nuevo concepto: los derechos culturales.

Si veiem la sanitat, l'educació o l'habitatge com un dret, per què la cultura segueix sent percebuda com un negoci? La cultura és imprescindible, ens emociona, ens uneix, ens permet comprendre'ns, dóna forma a la nostra memòria col·lectiva, fa caure prejudicis i inventa noves llibertats. En definitiva, la cultura determina en gran mesura les possibilitats que existeixen dins d'una societat. Per aquest motiu, una societat mai serà igualitària si l'accés a gaudir i crear cultura no està garantit a totes les persones independentment del seu origen i recursos. Analitzem com en diferents parts de món, el municipalisme està canviant el marc per fer emergir un nou concepte: els drets culturals.
