Episode 152: Operation Gladio — NATO's Secret Armies and the Strategy of Tension

Operation Gladio is not a conspiracy theory in the conventional sense. It is a documented historical fact, confirmed by official government inquiries, parliamentary investigations, and the testimony of former intelligence operatives. What remains contested is the full extent of what those secret networks did, and whether elements within them actively sponsored terrorism against their own civilian populations during the Cold War decades.

From the late 1940s onwards, NATO member states — working in conjunction with American and British intelligence services — established clandestine paramilitary networks across Western Europe. The stated purpose was straightforward: in the event of a Soviet invasion, these stay-behind armies would operate behind enemy lines, conducting sabotage and resistance activities. They were supplied with weapons caches hidden across the countryside, trained in guerrilla tactics, and embedded within ordinary civilian life. The existence of these networks was kept secret not only from the public, but in many cases from elected governments themselves.

The story broke publicly in Italy in 1990, when Prime Minister Giulio Andreotti confirmed before parliament that Gladio had indeed existed and that Italy's network — known by the codename Gladio, meaning sword — had continued operating for decades. What followed was an explosive series of revelations. Italian magistrates investigating the so-called Years of Lead — a period of intense political violence during the 1970s and early 1980s that included the bombing of Bologna's railway station in 1980, killing eighty-five people — found evidence suggesting that elements within the Gladio network, working with neo-fascist groups and corrupt sections of Italian intelligence, had conducted or facilitated attacks that were then blamed on left-wing organisations. This strategy, aimed at creating fear and pushing public opinion towards authoritarian solutions, became known as the strategy of tension.

Similar investigations were launched across Belgium, Switzerland, France, Germany, and other NATO members. The Belgian networks were linked to a series of unsolved supermarket massacres during the 1980s. The Swiss inquiry revealed networks deeply embedded within the country's supposedly neutral political establishment. NATO and the CIA declined to cooperate with most of these investigations, citing national security.

The documented reality of Gladio forces a serious reconsideration of the political violence that shaped Cold War Europe. While it would be an overstatement to claim that all such violence was orchestrated by Western intelligence, the evidence strongly suggests that clandestine networks with weapons and resources were at minimum aware of, and in some cases actively involved in, terrorism committed in the name of anti-communism.
