At around 9:00 PM on September 13th, 2006, a college student walked towards her friend’s apartment in the small town of Valley City, North Dakota. In the winter of 2001, inside of a Southern California police department, a fax machine in the corner of the room suddenly came to life. A moment later, a few pieces of paper fell into the tray, and an officer walked over and began reading them. As he did, his eyes went wide.
