The move towards rules-based global competitor has turned to scrabbling rivalry, increasingly fractious and lawless. We call it the international order – others just see the biggest gang on the street. We’ve not seen that it’s gone, while countries in the periphery of it will likely not mourn its passing, because in the short-term it’s in their financial interests.
