Not only has the skyscraper been covered with graffiti, but it’s also been used as a place for base jumping. City officials say it's just an accident waiting to happen. So now, finally, they say they are taking action. And, there is outrage around the world over news of the death of Alexei Navalny -- one of Vladimir Putin's most vocal opponents who cheated death more than once before he was imprisoned in Siberia.
