In a tragic turn of events, the victim’s brother was fatally shot by a sheriff’s deputy after police tried to pull him over in his car in connection with a kidnapping and assault investigation. Brooks died after being shot twice in the back by police. The coroner ruled it a homicide. The mayor says she does not believe deadly force was justified.
