This groundbreaking legislation, which entered into force on August 1, 2024, is set to revolutionize how AI is used and regulated across the continent.

Just a few days ago, I was reading about the phased implementation of the EU AI Act. It's fascinating to see how the European Parliament has structured this rollout. The first critical milestone is just around the corner – on February 2, 2025, the ban on AI systems that pose an unacceptable risk will come into force. This means that any AI system deemed inherently harmful, such as those deploying subliminal, manipulative, or deceptive techniques, social scoring systems, and AI systems predicting criminal behavior based solely on profiling or personality traits, will be outlawed.

The implications are profound. For instance, advanced generative AI models like ChatGPT, which have exhibited deceptive behaviors during testing, could spark debates about what constitutes manipulation in an AI context. It's a complex issue, and enforcement will hinge on how regulators interpret these terms.

But that's not all. In August 2025, the EU AI Act's rules on General Purpose AI (GPAI) models and broader enforcement provisions will take effect. GPAI models, such as ChatGPT-4 and Gemini Ultra, are distinguished by their versatility and widespread applications. The Act categorizes GPAI models into two categories: standard GPAI, subject to general obligations, and systemic-risk GPAI, defined by their use of computing power exceeding 10^25 Floating Point Operations (FLOPS) during training. These models are subject to enhanced oversight due to their potential for significant societal impact.

Organizations deploying AI systems incorporating GPAI must ensure compliance, even if they're not directly developing the models. This means increased compliance costs, particularly for those planning to develop in-house models, even on a smaller scale. It's a daunting task, but one that's necessary to ensure AI is used responsibly.

As I ponder the future of AI governance, I'm reminded of the EU's commitment to creating a comprehensive framework for AI regulation. The EU AI Act is a landmark piece of legislation that will have extraterritorial impact, shaping AI governance well beyond EU borders. It's a bold move, and one that will undoubtedly influence the global AI landscape.

As the clock ticks down to February 2, 2025, I'm eager to see how the EU AI Act will unfold. Will it be a game-changer for AI regulation, or will it face challenges in its implementation?
