Member states will need to designate their "notified bodies" - those independent organizations tasked with assessing high-risk AI systems before they can enter the EU market.

The most heated discussions today revolve around the new rules for General-Purpose AI models. Joseph Malenko, our lead AI ethicist, spent all morning dissecting the requirements: maintaining technical documentation, providing information to downstream providers, establishing copyright compliance policies, and publishing summaries of training data. The additional obligations for models with systemic risks seem particularly daunting.

What's fascinating is watching the institutional infrastructure taking shape. The AI Office and European Artificial Intelligence Board are being established as we speak, while each member state races to designate their national enforcement authorities.

The Commission's withdrawal of the draft AI Liability Directive in February created quite the stir. Elena Konstantinou from the Greek delegation argued passionately during yesterday's roundtable that without clear liability frameworks, implementation would face significant hurdles.

The "AI Continent Action Plan" announced in April represents the Commission's pragmatism - especially the forthcoming "AI Act Service Desk" within the AI Office. Many of my colleagues view this as essential for navigating the complex regulatory landscape.

What strikes me most is the balance the Act attempts to strike - promoting innovation while mitigating risks. The four-tiered risk categorization system is elegant in theory but messy in practice. Companies across the Continent are scrambling to determine where their AI systems fall.

As I look toward August 2026 when the Act becomes fully effective, I wonder if we've struck the right balance. Will European AI innovation flourish under this framework, or will we see talent and investment flow to less regulated markets? The Commission's emphasis on building AI computing infrastructure and promoting strategic sector development suggests they're mindful of this tension.

One thing is certain - the EU has positioned itself as the world's first comprehensive AI regulator, and the rest of the world is watching closely.
