Harry was infected with the Goblin serum in the first game, and he has been shown to be struggling with his mental health in the sequel's trailers. It's possible that he will bond with the symbiote in an attempt to cure himself, only to become a new, more powerful villain. Another possibility is that Miles Morales will become Venom.
