The public questions how a repeat offender was free to roam. Decarlos Brown Jr., 34, was charged with committing an act causing death on a mass transportation system and is being held without bond. The killer is still at-large Authorities say the shooter fired from a central building that houses the university's welcome center. Part of that building is just over 100 meters from the location where Charlie Kirk was speaking to an estimated crowd around 3,000.
