Workers in a Workers’ State: The Soviet Working Class and the State in the NEP Era

The Russian Revolution was carried out in the name of the working class. The Bolsheviks claimed to represent its interests, Soviet power was built upon its political leadership, and Marxist theory placed industrial workers at the heart of the transition to socialism. Yet in the years following the Revolution and the Civil War, the Soviet working class faced an extraordinary paradox. The class that had helped bring the Bolsheviks to power had been devastated by war, economic collapse, and famine. Factories stood idle, millions of workers had left the cities, and those who remained struggled to rebuild their lives in a country emerging from years of upheaval.

In this episode, Matthew explores the Soviet working class during the era of the New Economic Policy. As the economy recovered from the devastation of the Civil War, workers returned to the factories, industries reopened, and the foundations of a new socialist economy began to take shape. But recovery was neither smooth nor without tension. The reintroduction of limited market mechanisms under the NEP raised difficult questions about wages, unemployment, labor discipline, trade unions, and the role of workers in a state that claimed to govern in their name.

We'll consider the evidence, examine the competing interpretations, and ask what it really meant to be a worker in the world's first socialist state during the 1920s.

By the end of the decade, the Soviet working class once again found itself at the center of a profound transformation as the First Five-Year Plan ushered in rapid industrialization on an unprecedented scale. To understand that dramatic shift, we first need to understand the world that the NEP created.
