Israel Keyes has been called by FBI profilers as one of the most methodical and cunning serial killers of modern times. Keyes has admitted to 10 murders but police and the FBI think they are able to tie his movements to at least 36. The fact is the number could be much higher. Keyes planned his murders down to the smallest details. He would hide caches of his murder tools in various locations as much as 2 years in advance of a murder. He would fly and drive very long distances to avoid any trail leading back to him. He had developed an ironclad set of rules by which he operated.
