The EU AI Act—this is not mere Eurocratic busywork, it’s the world’s first comprehensive, risk-based AI regulation. Four risk levels: unacceptable, high, limited, and minimal, each stacking up serious compliance hurdles as you get closer to the “high-risk” bullseye. But it’s general-purpose AI models, or GPAIs, that have just entered regulatory orbit. If you make, import, or deploy these behemoths inside the European Union, new transparency, copyright, and safety demands kicked in this week, regardless of whether your headquarters are in Berlin, Boston, or Bengaluru.

There’s a carrot and stick. Companies racing to compliance can build their AI credibility into commercial advantage. Everyone else? There are fines—up to €35 million or 7% of global turnover for the worst data abuses, with a specific €7.5 million or 1.5% global turnover fine just for feeding authorities faulty info. There is zero appetite for delays: Nemko and other trade experts confirm that despite lobbying from all corners, Brussels killed off calls for more time. The timeline is immovable, the stopwatch running.

The reality is that structured incident response isn’t optional anymore. Article 73 slaps a 72-hour window on reporting high-risk AI incidents. You’d better have incident documentation, automated alerting, and legal teams on speed dial, or you’re exposing your organization to financial and reputational wipeout. Marching alongside enforcement are the national competent authorities, beefed-up with new tech expertise, standing ready to audit your compliance on the ground. Above them, the freshly minted AI Office wields centralized power, with real sanctions in hand and the task of wrangling 27 member states into regulatory harmony.

Perhaps most interesting for the technorati is the voluntary Code of Practice for general-purpose AI, published last month. Birthed by a consortium of nearly 1,000 stakeholders, this code is a sandbox for “soft law.” Some GPAI providers are snapping it up, hoping it’ll curry favor with regulators or future-proof their risk strategies. Others eye it skeptically—worrying it might someday morph into binding obligations by stealth.

Like all first drafts of epochal laws, expect turbulence. The debate on innovation versus regulation is fierce—some say it’s a straitjacket, others argue it finally tethers the wild west of AI in Europe to something resembling societal accountability. For project managers, compliance is no longer an afterthought—it’s core to adding value and avoiding existential risk.
