Making matters harder for policymakers is this week's PCE inflation gauge, which is forecast to show the personal consumption expenditures price index rose 2.9% in July from a year ago, the fastest annual pace in five months.

The Federal Reserve's Jackson Hole symposium was a tense affair, with Chair Jerome Powell signaling an interest-rate cut as soon as the next policy meeting in September, despite clear divisions among policymakers.
