Faced with the hard task of economic recovery from COVID-19, governments need to prioritise policy changes that makes a difference, while minimising the political cost. But Australian policy has stagnated under the lack of prioritisation. The failure to prioritise has been labelled as one reason for the failings of the Rudd Government, the Abbott Government, and the Shorten Opposition.
