The Times claimed these records were public under local statutes and that transparency was necessary to understand Epstein’s financial footprint in the Virgin Islands and the EDA’s dealings. They argued that Biggs and the government had improperly withheld documents relevant to Epstein’s investments, property dealings, and possible influence in local economic affairs.
