Law firms like Baker Donelson point out that providers now have to publish detailed summaries of training data and document compute, while downstream users must ensure they are not drifting into prohibited territory like untargeted facial recognition scraping. European regulators are essentially saying: if your model scales across everything, your obligations scale too.

Civil society is split between cautious optimism and alarm.
