#17 - Multi-scale Economic Impact Estimation of Disasters Based on Electricity Consumption and Nighttime Light Data (Dr. Ma. Flordeliza Pajarillo Del Castillo)

Abstract: This thesis addresses the limitations oftraditional disaster economic impact assessments, which often overlook spatial and temporal variations. It proposes a novel method that utilizes electricity consumption (EC) and nighttime light (NTL) data as alternative indicators toestimate economic impacts with greater spatiotemporal precision. By developing counterfactual models based on pre-disaster data, the method estimates what EC and NTL would have been without a disaster, allowing for dynamic, real-time impact assessment during events like the COVID-19 pandemic and the Taal Volcano eruption in the Philippines. The study estimated national quarterly losses from COVID-19 in 2020 and 2021, totaling 6.1 trillion PhP, with the commercial sector most affected. It also introduced the Economic Activity Reduction (EAR) index, revealing higher losses in urbanizing regions. For the Taal eruption, EC and NTL data captured the timing and location of losses, aligning with disruptions like power outages and ashfall. The thesis demonstrates how EC and NTL can complement traditional economic indicators, enabling more targeted aid allocation, timely policy interventions, and region-specific recoverystrategies. Ultimately, this method enhances the accuracy and responsiveness of disaster economic impact estimation by overcoming spatiotemporal blindness.
