The Sum of Small Cuts

Episode #603: Saw Poe Wah assists the Karen Refugee Committee (KRC) and speaks from a life shaped by the Thai–Myanmar border camps where he studied, lived, and later worked with community-based organizations. He describes the KRC as a Karen-led body that helps coordinate care for refugees across nine camps in Thailand’s Tak and Mae Hong Son provinces, a system he places at roughly fifty years of continuous operation. Its responsibilities are basic and ongoing: keeping people fed, connecting them to health services, and sustaining a community that has been treated as temporary for decades.

Saw Poe Wah’s central argument is about strain, not ideology. Since the coup, more people have arrived from ever before to seek out safety, while the funding base that supports rations and healthcare has become more uncertain. He describes reorganizing limited support by vulnerability and pushing what self-reliance is possible through work access outside the camps, a route that depends on Thai permissions and never covers everyone. “We’ve seen so many people from inside Burma coming, seeking temporary shelter and care,” he says, and the problem is that short-term arrangements quickly harden into long-term displacement.

Saw Poe Wah also speaks about the conditions inside Myanmar that keep driving movement: landmines that shape where teams can travel, and airstrikes that make fixed clinics and schools dangerous to operate. In areas where shelter itself can attract attack, he describes care delivered in the open. “We have to treat the patients under the trees.” The camps can ration, reorganize, and coordinate with larger agencies, but they cannot control the forces that keep producing displacement or the political decisions that determine how long support can be sustained.
