JOE AND CISCO TRAVEL TO STARLING CITY FOR ANSWERS ABOUT DR. WELLS —Joe (Jesse L. Martin) and Cisco (Carlos Valdes) head to Starling City to continue their investigation of Dr. Wells (Tom Cavanagh). While in town, the duo enlists the help of Captain Lance (guest star Paul Blackthorne), and Cisco meets the Black Canary (guest star Katie Cassidy), who asks him for a favor. Meanwhile, back in Central City, Barry (Grant Gustin) races to catch a meta-human named Hannibal Bates (guest star Martin Novotny) who can transform himself into every person he touches – which includes Eddie (Rick Cosnett), Iris (Candice Patton), Caitlin (Danielle Panabaker) and even The Flash. The "Ogre" calls Gordon and threatens to stop the investigation. Gordon and Bullock investigate the first victim of the killer. Following the incident with Reggie, Bruce and Selina attend the Wayne Enterprises' Charity Ball with Barbara Kean where Selina steals keys from Sid Banderslaw (Michael Potts), one of the Directors who sent Reginald Payne to Wayne Manor. Cobblepot hires a group of gunmen to kill Maroni, but Sal pays a visit to the club where he reveals to Oswald's mother that her son is a killer. Oswald swears to Maroni that he will pay. Nygma tries to protect Kristin Kryngle from her boyfriend Tom Dougherty, but goes too far when he stabs him a dozen times and has a psychotic breakdown. Gordon, Bullock, and Essen identifiy the killer as Jason Skolimsky, the son of Constance van Groot's butler Jakob Skolimsky (Daniel Davis) who went under the van Groot last name only to be rejected by his adoptive mother Constance. Because of this, he changed his face and identity in a local hospital where he found his first victim. To his horror, Gordon realizes that the "Ogre" knew about him from the Charity Gallery which Gordon visited a long time ago with Barbara meaning that she is the target. Upon learning from Selina that Barbara is not there, Gordon works to find her. The "Ogre" shows Barbara his special room.

However, when a meta-human named Jake Simmons (guest star Doug Jones), who kills people with blasts of energy and plasma, starts terrorizing Starling City, Oliver is forced to ask Ray (Brandon Routh) for help. The unlikely duo is forced to team up to save the city. Doug Aarniokoski directed the episode with story by Jake Coburn and teleplay by Ben Sokolowski & Brian Ford Sullivan (#319). Barry is surprised when Smoak arrives from Starling City along with her boyfriend, Palmer, who flies in as the Atom. They’ve come to visit S.T.A.R. Labs as Palmer needs help with his suit. Their timing turns out to be fortuitous because it’s all hands on deck after a meta human named Brie Larvin unleashes hundreds of robotic bees to attack and kill her former co-workers, including Dr. Tina McGee. A group dinner with Allen, Felicity, Ray, Iris and Eddie turns into a disaster.

Gordon and Bullock inspect a cold case involving the Ogre, a serial killer who targets young women in Gotham City. Meanwhile, Fish plots her escape from the Dollmaker, and Bruce and Selina confront Reggie.

During the attack against the mayor, Ray is also shot in the chest and taken to the hospital. As Captain Lance issues an arrest warrant for the Arrow and his team, with shoot to kill orders in effect. Realizing Maseo is the assassin, Oliver uses Nyssa to track his location. Ra's shows and again warns Oliver that not accepting the offer will continue to bring death. The police arrive and Oliver and his team barely escape. To push Oliver to accept the offer, Ra's kidnaps Captain Lance and reveals Oliver's true identity as the Arrow. With this knowledge, Captain Lance announces this revelation in a public address. With his back to a wall, Oliver decides to turn himself in to the police. In order to save Oliver, Roy dresses as the Arrow, stops Oliver's transport van and gives himself up to the police, insisting that he has been the Arrow all along. In flashbacks, Oliver thinks he has found Shado, but it turns out to be her twin sister Mei. A.R.G.U.S. agents come after them, but Maseo and Tatsu arrive to rescue them. Afterward, Oliver tells Mei what happened to her sister and father.
