D4vd and the system that failed Celeste Rivas Hernandez. Deputies from two sheriff’s departments had David Burke’s name, phone number, and home address in connection with a missing thirteen-year-old girl. They went to his door. They spoke to him face to face. They say Burke allegedly paid a classmate to deliver a phone to her after her parents confiscated hers. They say she traveled with him to Las Vegas, London, and Texas and met his family.
