Episode 98: Operation Gladio — NATO's Secret Terror Network

In August 1990, Italian Prime Minister Giulio Andreotti disclosed to the Italian parliament the existence of a secret armed network that had operated on Italian soil since the 1950s. The network — codenamed Gladio, after the Roman short sword — had been established by NATO, the CIA, and Italian military intelligence as a "stay-behind" force: a clandestine army that would conduct guerrilla warfare against a Soviet occupation in the event that the USSR invaded Western Europe. Gladio had its own arms caches, hidden across Italy in forests and mountains. It had its own command structure, separate from the official Italian military. It had trained thousands of operatives. And it had, Andreotti acknowledged, operated outside the knowledge of Italian civilian government for four decades.

What Andreotti did not fully disclose — and what subsequent investigations, parliamentary committees, and journalistic inquiries established — was the degree to which Gladio had not merely remained dormant waiting for a Soviet invasion, but had been actively used. To manipulate Italian politics. To commit acts of terrorism. And to blame them on the left.

In this episode of The Conspiracy Theory Analyst, we examine Operation Gladio — one of the most consequential and least discussed documented conspiracies in post-war Western history — and ask what it tells us about the relationship between democratic governance and the covert infrastructure that has operated beneath it since the Cold War began.

The "strategy of tension" is the phrase used by investigators to describe what the Gladio networks were accused of practising. By staging terrorist attacks and attributing them to communist or anarchist groups, the theory holds, the networks could maintain public fear, discredit the left, and justify the suppression of political movements that NATO and the CIA deemed threatening. The Bologna train station bombing of 1980 — the deadliest terrorist attack on Italian soil in the post-war period, killing 85 people — was attributed by Italian courts, after decades of trials and retrials, to neo-fascist networks with connections to the Italian secret services. The Piazza Fontana bombing of 1969, which killed 17 people, was similarly connected to far-right networks with state links. These are not theories. They are the findings of Italian courts.

Similar stay-behind networks were confirmed to have existed across Western Europe: in Belgium, where the SDRA8 network was linked to a series of violent crimes including the Brabant Massacres; in Germany, where the Gladio equivalent was connected to the Red Army Faction period; in Greece, Turkey, France, Spain, Portugal, and throughout the continent. The scale of the infrastructure — a NATO-coordinated network of armed clandestine organisations operating within democratic states, beyond civilian oversight, for decades — is staggering when its full extent is assembled.
