Episode 123: The Council on Foreign Relations — Invisible Government of the United States?

The Council on Foreign Relations was founded in New York in 1921 as a private think tank dedicated to American foreign policy. Over the following century, it grew into arguably the single most influential foreign policy institution in the United States — its membership including virtually every Secretary of State and National Security Advisor of the modern era, numerous presidents and vice-presidents, the directors of the CIA and the major intelligence agencies, senior military officers, and the editors and executives of the country's most prominent newspapers and broadcasters. It publishes Foreign Affairs, the most prestigious international relations journal in the English language. It hosts private discussions with foreign leaders, produces policy reports that consistently influence government thinking, and operates on the principle that candid discussion between powerful figures requires the assurance that their remarks will not be attributed outside the meeting. It is, in other words, a forum where the people who make American foreign policy discuss American foreign policy in private, over a sustained period spanning careers and administrations.

In this episode of The Conspiracy Theory Analyst, we examine the Council on Foreign Relations — what it actually does, what its membership tells us about the concentration of foreign policy power in the United States, and the specific claim that it functions as a permanent government that maintains US policy continuity regardless of which party wins elections.

The historical record of CFR influence on US foreign policy is not speculative. In the years following World War Two, CFR study groups produced the policy frameworks that became Containment, the Marshall Plan, and the architecture of the post-war international order. George Kennan, Dean Acheson, Averell Harriman — the principal architects of American Cold War strategy — were CFR members whose thinking was developed, refined, and shared within the Council's private discussions. The pattern has continued across every administration since: the same network, the same institutional framework, different faces in the same positions.

Carroll Quigley — the Georgetown University historian who taught Bill Clinton and whose 1966 book Tragedy and Hope is a foundational text of the alternative history movement — wrote approvingly of the network the CFR represented, describing it as an Anglo-American establishment that maintained continuity of purpose across electoral cycles. Quigley believed this continuity was largely beneficial. Those who have subsequently cited his work, including the John Birch Society and later conspiracy researchers, have drawn the opposite conclusion: that a self-perpetuating elite maintaining foreign policy continuity across administrations is the very definition of unelected governance.
