Episode 140: The Balfour Declaration — A Letter That Divided the World

On the 2nd of November 1917, British Foreign Secretary Arthur James Balfour addressed a letter to Walter Rothschild, a leader of the British Jewish community, which contained seventy-seven words that have arguably done more to shape the modern Middle East than any treaty, war, or peace agreement since. The letter declared that His Majesty's Government viewed "with favour the establishment in Palestine of a national home for the Jewish people" while noting that "nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine." The contradiction embedded in those two clauses — a promise to one community that could not be kept without affecting another — has been the central tension of the region ever since. Palestine at the time was part of the Ottoman Empire, which Britain was fighting on behalf of the Entente powers. It was also a territory in which Britain had simultaneously made commitments to Arab leaders, through the Hussein-McMahon correspondence of 1915–16, that are widely interpreted as having promised Arab independence across much of the Arab world, including territories that included or overlapped with Palestine.

In this episode of The Conspiracy Theory Analyst, we examine the Balfour Declaration — the political context in which it was written, the competing promises Britain made to different parties, what Balfour and his colleagues actually believed about Palestine and its population, and why a seventy-seven-word letter written by an imperial power about a territory it did not own has become one of the most contested documents in modern history.

The political context of the Declaration is crucial to understanding it. By November 1917, Britain was in its third year of a catastrophic war. The United States had entered in April, but American Jewish opinion — particularly in the large and influential immigrant community — was considered potentially significant to sustaining American support. Russian Jewish opinion mattered too: Russia was in the process of revolution, and there were hopes that a declaration supportive of Zionist aims might encourage Russian Jews to support continued Russian participation in the war. The Declaration was in part a wartime propaganda instrument, aimed at Jewish communities in neutral and Allied nations, as much as it was a statement of imperial policy.
