In 2012, 18-year-old Brett Kelly of Macon, Georgia, was dating 38-year-old Tracy Jones. When Tracy hatched the plan to steal big bucks from the real-estate law firm she was employed at, she enlisted Kelly’s assistance, along with that of his 23-year-old step-sister Courtney’s. It was Kelly who brought 23-year-old Dozier on board as well. Their plan was to wire transfer the funds from the firm’s escrow account to their own and then split the spoils four-ways.

Tracy was a junior employee at the firm and thus, did not have the access to wire transfer funds without authorization from the upper management. This was not the same case with Gail Spencer, who had been with the firm for over 10 years and was the person in charge of handling wire transfers. Tracy needed to make the transfer through Gail’s access and she needed Gail to not be at work. That’s where Kelly and Dozier entered the scene. On the morning of October 5, 2012, Tracy knocked on Gail’s door and made up an excuse to use her bathroom. 58-year-old Gail trusted the co-worker she saw every day in the office and let her in. In turn, Tracy let in Kelly and Dozier who were there to hold Gail hostage in her home while Tracy went to the office to wire transfer the money.

Kelly was brandishing a pistol, once they were inside Gail’s home, and threatened Gail at gunpoint. According to his statement, Dozier had no idea that Kelly had brought a gun with him. The plan had been to let Gail go after the money had been successfully transferred. But at some point, Kelly raped and sodomized Gail and then killed her by suffocating her with a plastic trash bag. All the while, Dozier had been keeping watch in the next room, and according to his own statement, he had also tried to stop Kelly from murdering Gail. They both fled the scene later in the day.

The police found Gail dead in her home the next day when concerned neighbors called 911. A total amount of $1.4 million was stolen in five different transactions by Tracy. The first three transfers were to Courtney’s bank accounts and Courtney decided to run away with all of the approximately $800,000. Four days later, Tracy did another two transfers, bringing the total amount of stolen funds to $1.4 million. Within a week of the crime, all four criminals – Tracy, Courtney, Brett, and Dozier – were caught by the police, thanks to a timely tip-off.

They were both charged with multiple counts of aggravated assault, felony murder, malice murder, theft by taking, burglary, and false imprisonment. Only Brett Kelly was also charged with aggravated sodomy. While Kelly accepted his charges and pleaded guilty, earning a life sentence in prison without the possibility of parole, Dozier pleaded not guilty and went to trial in 2015. Dozier was also found guilty on all charges by the jury and was sentenced to life imprisonment without the possibility of parole also. In June 2019, Dozier appealed the court’s decision but his appeal was reviewed and denied by the Supreme Court of Georgia. They both are still incarcerated in Georgia State Prison, where they will spend the rest of their lives. Tracy and Courtney got life imprisonment too, but Courtney has the possibility of parole.

Among the victims was one of our own—FBI intelligence analyst Linda Franklin, who was felled by a single bullet while leaving a home improvement store in Virginia with her husband.But now, the attacks—which had terrorized the Washington, D.C., metropolitan area—had finally come to an end. How It Began The murders that shocked the nation’s capital and the nation itself had started three weeks earlier.On October 2, 2002, a sniper’s bullet struck down a 55-year-old man in a parking lot in Wheaton, Maryland. By 10 o’clock the next morning, four more people within a few miles of each other had been similarly murdered.The attacks were soon linked, and a massive multi-agency investigation was launched.The case was led by the Montgomery County (Maryland) Police Department, headed by Chief Charles Moose, with the FBI and many other law enforcement agencies playing a supporting role. Chief Moose had specifically requested our help through a federal law on serial killings.Within days, the FBI alone had some 400 agents around the country working the case. We had set up a toll-free number to collect tips from the public, with teams of new agents in training helping to work the hotline. Our evidence experts were asked to digitally map many of the evolving crime scenes, and our behavioral analysts helped prepare a profile of the shooter for investigators. We had also set up a Joint Operations Center to help Montgomery County investigators run the case.The Beginning of the End The big break in the case came, ironically, from the snipers themselves.On October 17, a caller claiming to be the sniper phoned in to say, in a bit of an investigative tease, that he was responsible for the murder of two women (actually, only one was killed) during the robbery of a liquor store in Montgomery, Alabama, a month earlier.That set in motion a chain of events that led to the capture of a pair of snipers. Here’s how the investigation played out:Investigators soon learned that a crime similar to the one described in the call had indeed taken place—and that fingerprint and ballistic evidence were available from the case.An agent from our office in Mobile gathered that evidence and quickly flew to Washington, D.C., arriving Monday evening, October 21. While ATF handled the ballistic evidence, we took the fingerprint evidence to the FBI Laboratory (then located at our Headquarters).The following morning, our fingerprint database produced a match—a magazine dropped at the crime scene bore the fingerprints of Lee Boyd Malvo from a previous arrest in Washington State. We now had a suspect.The arrest record provided another important lead, mentioning a man named John Allen Muhammad. One of our agents from Tacoma recognized the name from a tip called into that office on the case. A second suspect.Our work with ATF agents revealed that Muhammad had a Bushmaster .223 rifle in his possession, a federal violation since he had been served with a restraining order to stay away from his ex-wife. That enabled us to charge him with federal weapons violations. And with Malvo clearly connected, the FBI and ATF jointly obtained a federal material witness warrant for him. The legal papers were now in our hands.Meanwhile, on October 22, we searched our criminal records database and found that Muhammad had registered a blue Chevy Caprice with the license plate of NDA-21Z in New Jersey. Serial Killer Peter Sutcliffe The Yorkshire Ripper DocumentaryPeter William Sutcliffe (2 June 1946 – 13 November 2020) was an English serial killer who was dubbed the Yorkshire Ripper (an allusion to Jack the Ripper) by the press. Sutcliffe was convicted of murdering 13 women and attempting to murder seven others between 1975 and 1980.[2]: 144  He was sentenced to 20 concurrent sentences of life imprisonment, which were converted to a whole life order in 2010. Two of Sutcliffe's murders took place in Manchester; all the others were in West Yorkshire.Sutcliffe initially attacked women and girls in residential areas, but appears to have shifted his focus to red-light districts because he was attracted by the vulnerability of prostitutes and the perceived ambivalent attitude, at the time, of police to prostitutes' safety.[3][4] He had allegedly regularly used the services of prostitutes in Leeds and Bradford. After his arrest in Sheffield by South Yorkshire Police for driving with false number plates in January 1981, Sutcliffe was transferred to the custody of West Yorkshire Police, which questioned him about the killings. He confessed to being the perpetrator, saying that the voice of God had sent him on a mission to kill prostitutes. At his trial, Sutcliffe pleaded not guilty to murder on grounds of diminished responsibility, but he was convicted of murder on a majority verdict. Following his conviction, Sutcliffe began using his mother's maiden name of Coonan.The search for Sutcliffe was one of the largest and most expensive manhunts in British history, and West Yorkshire Police was criticised for its failure to catch him despite having interviewed him nine times in the course of its five-year investigation. Owing to the sensational nature of the case, the police handled an exceptional amount of information, some of it misleading (including the Wearside Jack hoax recorded message and letters purporting to be from the "Ripper"). Following Sutcliffe's conviction, the government ordered a review of the investigation, conducted by the Inspector of Constabulary Lawrence Byford, known as the "Byford Report".
