In the late 1800s, many big cities used laws against "ugliness" to cleanse the streets of the disabled, the poor, and the homeless. Fast forward to today, and in the middle of a deepening housing crisis and extreme weather, cities are breaking up encampments and passing new laws to target the most vulnerable.
