The Avian Union: The party is sent to a powerful magical city-state to investigate why communication has been lost. There are powerful wards around the city which prevent any magical communication with the outside world, which have been in place for longer than anyone can remember, and as a result they make use of falcon messengers. When the party arrives in the city, they discover why no birds have made it out of the city in months: The messenger birds have formed a union, and the Magisters in charge of the city are resistant to their demands. Nobody knows how or why the birds have gained this level of intellect and self-actualization; the falcon messengers are more intelligent than the average bird, but they shouldn't be capable of this... The party has a choice: they can work to meet the bird's extensive demands, work to crush the strike, investigate the source of the bird's intelligence, or cut the knot by removing the wards around the city. The Magisters would prefer the latter option, and it is likely the easiest... One way or another, the party will discover the truth of the matter: one of the Magisters has been using their magic to elevate the birds to inspire their strike, while dulling the senses of their fellow magistrates to hide their duplicity. The fact is, the magical barriers around the city are in place to limit the power of the Magisters, negating their ability to conquer the world by diminishing their ability to communicate. The city is located on an immense Source Of Power. And if the wards are destroyed, the consequences will be dire...
